Pejabat Pesuruhjaya Sukan Tiada Kuasa Untuk Menguat Kuasa

KUALA LUMPUR, 21 Okt (Bernama) -- Hasrat Pejabat Pesuruhjaya Sukan (PPS) untuk menguat kuasa dan memperluaskan skop bidang kuasanya sebagai pendaftar dan penguat kuasa tadbir urus persatuan sukan tempatan terbantut berikutan badan itu tiada mempunyai kuasa penguatkuasaan.

Bekas Pesuruhjaya Sukan Datuk Nik Mahmud Nik Yusuf berkata PPS hanya mempunyai kuasa seperti yang diperuntukkan di bawah Akta Pembangunan Sukan 1997 untuk sekadar menerima laporan dan menyiasat sebarang salah laku dalam pentadbiran sesebuah persatuan sukan.

"Tetapi di bawah akta yang sama, PPS tidak diberikan kuasa untuk menguatkuasakan akta tersebut. Contohnya, jika PPS perlu mendapatkan sebarang dokumen dari pejabat persatuan, PPS terpaksa mendapatkan bantuan dari pihak lain untuk melakukannya, seperti bantuan dari Polis Diraja Malaysia," katanya kepada Bernama.

Kontrak Nik Mahmud, 61, sebagai Pesuruhjaya Sukan tamat Khamis lepas setelah tiga tahun berkhidmat sejak April 2008.

"Berikutan sekatan yang ada, PPS terpaksa mengambil masa yang lama untuk bertindak menyelesaikan beberapa konflik dalaman persatuan sukan kebangsaan," katanya.

Beliau berkata PPS telah cuba untuk meminda akta tersebut awal tahun lepas bagi memberi kuasa penguatkuasaan kepada badan itu.

"Malangnya, terdapat pihak yang tidak bersetuju dengan cadangan pindaan tersebut atas alasan pindaan itu akan memberi kuasa yang berlebihan kepada PPS," jelasnya.

Nik Mahmud berkata antara pihak yang menolak cadangan pindaan tersebut ialah Majlis Olimpik Malaysia (MOM) yang mendakwa PPS cuba mengambil alih tugas MOM sebagai badan yang memayungi semua persatuan sukan di negara ini.

"PPS sedar MOM mempunyai Majlis Timbang Taranya sendiri tetapi dalam kebanyakan kes, persatuan lebih gemar merujuk masalah dalaman mereka kepada PPS yang dilihat mereka lebih berkecuali," katanya.

Beliau berkata mengikut Seksyen 23 Akta Pembangunan Sukan 1997, mana-mana badan sukan yang mempunyai masalah dalaman, perlu menyelesaikan sendiri segala bentuk kekecohan yang berbangkit mengikut perlembagaan sukan masing-masing.

Nik Mahmud berkata mengikut Seksyen 24, walaupun PPS hanya boleh memberi nasihat dalam menyelesaikan masalah dalaman persatuan sukan, namun PPS boleh campur tangan bagi menyelesaikan masalah jika diminta oleh Menteri Belia dan Sukan.

"Justeru itu isu PPS dikatakan mengambil masa terlampau lama bagi menyelesaikan kes dalaman persatuan sukan mungkin tidak akan kedengaran lagi sekiranya PPS mendapat kuasa terus untuk bertindak menyelesaikan kes yang dirujuk kepadanya," katanya.

Rajagobal Let Off The Hook

PETALING JAYA, April 24 (Bernama) -- National head coach Datuk K. Rajagobal was let off the hook by the Football Association of Malaysia's (FAM) Disciplinary Committee after finding no evidence that he had violated FAM's Article 88, as claimed.
